For VEP installation:
* install cpan Bio-DB-HTS from: https://github.com/Ensembl/Bio-DB-HTS
* install cpan XML from apt in ubuntu (error while installing from cpan):
``` 
sudo apt-get install libxml-libxml-perl
```
